The Most Fragile Large Cities in America: METRO Score Rankings 2026
We scored every US city of 100,000 people or more. Not one is thriving.
US CITIES OF 500,000+ PEOPLE THAT REACH 'RESILIENT AND ADVANCING' ON THE METRO SCORE
Key facts
- The METRO Score is a 0–100 city health index created by Seyi Fabode, author of Your City Sucks! Fixing Soft Systems to Rebuild Hard Infrastructure (2026).
- This ranking covers 332 incorporated US cities with 100,000 or more residents, scored with METRO v2.0 (July 2026).
- None of the 332 reaches the top category, Thriving Sustainable Community (80+). Only 14 reach Resilient and Advancing (65+).
- Sunnyvale, California ranks first (72.54). Detroit, Michigan ranks last (37.61).
- 211 of the 332 cities (64%) score below the national median of 55.3 across 5,000 US cities.
Every year someone publishes a list of the best places to live. Most of them measure one thing: jobs, rent, schools, commute times. Cities don't fail one system at a time, so I built a score that doesn't measure them one at a time.
The METRO Score combines 15 metrics, from climate exposure and water infrastructure to governance and community stability, into one number from 0 to 100. This year we refreshed it with the latest American Community Survey data (2020–2024) and ran it across 5,000 US cities. Here I'm looking only at the big ones: the 332 incorporated cities with at least 100,000 residents.
The short version: no large American city is thriving.
No large city reaches the top
The METRO Score sorts every city into one of five categories:
| Category | Score | Large cities in it |
|---|---|---|
| Thriving Sustainable Community | 80–100 | 0 |
| Resilient and Advancing | 65–79.9 | 14 |
| Developing Resilience | 50–64.9 | 230 |
| Multiple Systemic Challenges | 35–49.9 | 88 |
| Urban System Under Stress | 0–34.9 | 0 |
Across all 5,000 cities, only six reach Thriving, and every one is a small, wealthy community: Piedmont and Orinda in California, Scarsdale in New York, among them. The best large city, Sunnyvale, scores 72.54.
Look at the very biggest cities and the picture gets harder. There are 38 US cities with 500,000 people or more. None of them reaches Resilient and Advancing. The best are San Jose (63.85), Seattle (63.74) and San Francisco (62.24). Eleven of the 38 sit in Multiple Systemic Challenges.
Size isn't destiny, but it is weight. The median city of 25,000 to 50,000 people scores 56.3. The median city of 250,000 or more scores 53.5. More people means more pipes, more roads, more agencies and more ways for one failing system to drag down the others.
The 10 strongest large cities
| # | City | METRO Score | Category |
|---|---|---|---|
| 1 | Sunnyvale, CA | 72.54 | Resilient and Advancing |
| 2 | Fremont, CA | 70.91 | Resilient and Advancing |
| 3 | Bellevue, WA | 69.85 | Resilient and Advancing |
| 4 | Santa Clara, CA | 69.60 | Resilient and Advancing |
| 5 | Carmel, IN | 68.13 | Resilient and Advancing |
| 6 | Naperville, IL | 67.46 | Resilient and Advancing |
| 7 | Frisco, TX | 67.28 | Resilient and Advancing |
| 8 | San Mateo, CA | 67.16 | Resilient and Advancing |
| 9 | Fishers, IN | 67.06 | Resilient and Advancing |
| 10 | Cary, NC | 66.72 | Resilient and Advancing |
Notice what's missing: not one of them is a historic big city. The top of the list belongs to tech corridors and fast-growing suburbs: Silicon Valley, the Seattle Eastside, the edges of Indianapolis, Chicago, Dallas and Raleigh. They are newer, smaller and still young enough that the bill for their infrastructure hasn't fully come due.
That last part matters. A city that scores well today has not solved anything forever. It has bought time. What it does with that time, especially on maintenance, decides where it lands in twenty years.

These are, almost without exception, older industrial cities of the Northeast and the Midwest. They built water systems, roads and transit for a different economy, and in many cases for more people than live there now. The infrastructure stayed. The tax base that was supposed to maintain it didn't.
That is the maintenance trap in its purest form. None of these cities is beyond repair: every one of them scores above 35, outside the lowest category. But each of them has several core systems struggling at the same time, and that is exactly the situation where a single fix, a new stadium or a new highway, does the least good.
America's biggest cities sit in the middle
| City | Population | METRO Score | Rank of 332 |
|---|---|---|---|
| New York, NY | 8,483,844 | 48.86 | 270 |
| Los Angeles, CA | 3,857,263 | 52.91 | 176 |
| Chicago, IL | 2,711,226 | 50.93 | 220 |
| Houston, TX | 2,328,253 | 49.64 | 251 |
| Phoenix, AZ | 1,642,323 | 54.02 | 149 |
| Philadelphia, PA | 1,579,706 | 47.36 | 292 |
| San Antonio, TX | 1,479,835 | 49.40 | 256 |
| San Diego, CA | 1,389,526 | 59.97 | 52 |
| Dallas, TX | 1,307,930 | 51.76 | 194 |
| San Jose, CA | 990,138 | 63.85 | 16 |
New York has the largest economy of any city in the country and ranks 270th of 332. Four of the ten largest cities (New York, Houston, Philadelphia and San Antonio) fall in Multiple Systemic Challenges.
Infrastructure performance is not primarily a function of how much money you spend.
The biggest cities have the most money, the most talent and the most attention. What they often lack is soft systems that connect all of it: governance that works across agencies, information that reaches residents, maintenance that gets funded before the crisis. That is the soft-system risk that a budget or a credit rating doesn't show.
What to do with your city's number
A METRO Score is a diagnosis, not a verdict. If your city is on this list, the useful question isn't "why are we 270th?" It's "which of our systems is dragging the others down, and who is responsible for it?"
Take the number to your next council meeting. Ask how much of this year's budget goes to maintaining what the city already owns. Ask who in city hall looks at water, roads, climate risk and community stability together, rather than in separate departments that never talk.
The rest of Your City Sucks! is about what happens after the diagnosis.

Data: METRO v2.0, top 5,000 US cities, refreshed to American Community Survey 2020–2024 5-year estimates (July 2026). The METRO Score was created by Seyi Fabode. This ranking includes incorporated places with 100,000 or more residents (332 cities in 45 states and DC). New York City is counted once; its five boroughs are not ranked separately. Townships, census-designated places and Puerto Rico municipalities are not included in this list. Version 2.0 scores the 15 metrics only; it does not include the Market Confidence Factor described in the book's first analysis.
