Broadband is more than a connection speed or a map of coverage. It is the ability to reach school, work, care, civic information, and one another without being stranded by a confusing system. The soft infrastructure includes affordable pathways, patient technical help, language access, accessible design, and non-digital alternatives when online tools fail. Ask whether residents can understand what they are signing up for, get help without punishment or embarrassment, and complete essential tasks without specialized equipment or spare time. Ask, too, who gets to describe a gap and whether that account is treated as evidence. Digital systems often concentrate choices behind a screen; civic responsibility means keeping those choices visible, contestable, and connected to the people who must live with them.
