Childcare and family life reveal whether a city understands the difference between a service existing and a service being usable. A place can have buildings, transit routes, rules, and programs while still asking families to solve impossible timing, access, and information problems alone. Look for the soft systems underneath: trusted guidance, respectful staff, predictable processes, safe public spaces, and coordination across institutions that rarely see the whole day. Ask whose caregiving schedules are assumed, who can get clear answers, and how policies work for people carrying children, work obligations, disabilities, or language barriers. The question is not whether city government can manage every family decision. It is whether civic systems recognize care as infrastructure and avoid making private endurance the default backup plan for public disconnection.
